PROFESSIONAL STAFF SALARY SCHEDULES

 


Instructional Staff


An adequate salary schedule is necessary to secure new teachers who are personally competent and professionally well prepared, to encourage the professional growth of teachers while in service, and to retain the most competent teachers while in the school system. The Board of Education shall annually adopt a salary schedule having the following essential features:

 

        A salary for those beginning in the system which will be at or above the minimum salary established by state statute. The minimum salary should be high enough to attract desirable personnel at all levels, and to maintain good teacher retention.

 

        Annual increments shall be added for each school year of successful experience up to the limits provided by the schedule.


The superintendent of schools shall, in cooperation with staff, prepare salary schedules for approval of the Board of Education and implement the salary schedules adopted by the Board of Education.


Initial Placement on Instructional Staff Salary Schedule

 

A.      Previous experience for new hires is recognized according to the following table:

B.      Verification of 16 graduate hours is required for placement on the "Baccalaureate Degree Plus 16 Graduate Hours" column of the salary schedule.

 

C.      Verification of 16 or 32 graduate hours acquired after the master's degree was conferred qualifies the teacher for placement on the "Master's Plus 16" and "Master's Plus 32" columns, respectively.


Administrative Staff


The Board will annually determine the salaries for the administrative staff.


In-Service Credit for Horizontal Salary Schedule Advancement

 

A.      Participant Eligibility: Certificated staff members employed on a full-time or part-time basis.

 

B.      Rate of Credit: One hour of in-service credit, which can be applied to advancement on the salary schedule, will be granted for sixteen (16) contact hours of approved in-service programs. After the initial increment of one hour, contact hours may accumulate in increments of .5 contact hours. (Effective June 1, 1991)

 

C.      Approved Credit Activities: The Director of Curriculum and Staff Development shall approve all in-service/staff development activities and shall establish guidelines to ensure members' attendance and participation. In-service credit shall be allowed for programs conducted after the regularly scheduled school day, on weekends, during summer vacation and other times when school is not in session.

 

D.      Noncredit Activities: Staff members who accept remuneration from the district for participation, travel expenses or registration in professional activities are not eligible for in-service credit. Activities attended while on professional leave from the district will not be eligible for in-service credit. Staff members who present programs outside the district are not eligible for in-service credit.

 

E.      Approved Credit Activities Outside the District: Credit for professional growth activities outside the district will be granted for approved activities/workshops, etc., sponsored by educational and governmental institutions and associations. Prior approval must be obtained from the Director of Curriculum and Staff Development who will develop a "verification of attendance and completion" form as well as establish the amount of contact credit to be given for said activity.

 

F.       Service on Curriculum Committees: Staff members serving on district-approved curriculum committees which meet outside the school day may receive in-service credit. The Director of Curriculum and Staff Development shall establish and approve all curriculum committee credit.

 

G.      Effective September 1, 1996, staff members with a bachelor's degree may use in-service credit to advance to the "Bachelor's Plus 16" column of the teachers' salary schedule. Staff members with a master's degree may use in-service credit to advance to the "Master's Degree Plus 16" and "Master's Plus 32" column of the teacher salary schedule. Staff members placed on the "Master's" or "Master's Plus 16" salary column as of September 1, 1996, without a master's degree because of a previous in-service credit policy, may advance one additional horizontal column. Additional horizontal advancement will not be allowed until such a staff member obtains a master's degree.

 

H.      Effective September 1, 1997, staff members will not be allowed to use in-service credit to advance horizontally on the salary schedule. In-service hours accumulated prior to September 1, 1997, will be retained by staff members and will be recognized by the district for future horizontal advancement. Only graduate hours will be recognized by the district after September 1, 1997, for horizontal advancement on the salary schedule.


Vertical Salary Schedule Advancement


Effective September 1, 1996, staff members on steps one (1) through fifteen (15) who have been employed by the district since September 1, 1991, must have earned five (5) semester hours from an accredited post-secondary institution or eighty (80) in-service contact hours as defined above, or an equivalent combination thereof, between July 1, 1991, and September 1, 1996, to be eligible to advance vertically on the district salary schedule. Staff members failing to meet this requirement will remain on their existing salary schedule step until they complete this requirement. Staff members initially employed by the district in the 1992-93 school year must fulfill the requirement by September 1, 1997. Staff members initially employed by the district in the 1993-94 school year and in subsequent school years are not subject to this requirement because of the addition of paragraph H above.
