PROFESSIONAL STAFF FRINGE BENEFITS

 


The Board recognizes that fringe benefits are an integral part of the total compensation plan for full-time professional staff members.


The Board of Education shall provide fringe benefits to all professional staff members who work 20 hours or more per week by offering participation in a group insurance plan. Any plan for insurance will be submitted to competitive bidding at least every three (3) years. Any plan of group health insurance shall include a provision allowing persons who retire, or who have retired, to become members of the plan if they are eligible to receive benefits under the Public School Retirement System of Missouri (PSRS) by paying premiums at the same rate as other members of the group, pursuant to the limitations set forth in § 169.590, RSMo. In addition, the Board shall establish a premium-only cafeteria plan, as permitted under federal law, accessible by employees of the school district.


The school district provides, as fringe benefits, certain allowable absences from duty as set forth in policies GCBDA and GCBDB.


Such benefits apply equally to all full-time employees of the district, except that the professional leave benefit applies only to certificated employees, nurses, and secretaries, and the educational leave benefit applies only to certificated employees.


Employees serving the district on less than a full-time basis are eligible for these leave benefits on a prorated basis.


COBRA


At the time of commencement of coverage under the plan, an employee shall be given his or her first notification of rights under the Consolidated Omnibus Budget Reconciliation Act (COBRA). Further notification is contingent upon the occurrence of a qualifying event and, in applicable situations, notification to the district that a qualifying event has occurred, as required by law.


403(b) Annuity Program


The district offers participation in a 403(b) annuity program in accordance with law. The Jefferson City School District will select a third-party administrator to administer this program. A copy of the district’s written plan is available in the central office. Selection and deselection of vendors and funding vehicles shall be in accordance with the policy recommended by the third-party administrator, which is incorporated by reference into this policy.

In the event of a discrepancy between an administrative procedure and a Board policy, the Board policy will take precedence.
