A vacancy occurring in the membership of the Board of Directors shall be filled by appointment
by a majority vote of the remaining members of the Board. The person appointed shall serve until
the next biennial election, when a member shall be elected for any remainder of the unexpired
term.
The following process will be followed to fill a vacancy on the Board:
1. Within seven (7) days of notification of a vacancy on the Board, the secretary of the Board
shall prepare and disseminate a notice of the vacancy by placing an announcement in
newspapers, posting in the Board of Education building, and issuing a press release. The
notice shall include:
a. Identification of the specific vacant position as an at-large position or a subdistrict
position and a description of the boundaries served by the vacant position.
b. The expiration date of the unexpired term.
2. All applications for the vacant position must be received by the Board secretary within 14
days of the date of the notice of the vacancy. To be considered, an application must be
filed with the secretary of the Board prior to 5:00 p.m. on the 14th day. Subdistrict
director vacancies shall be filled by appointment of a resident of the subdistrict in which
the vacancy occurs.
3. The secretary of the Board shall distribute copies of all information provided by candidates
for the Board vacancy within seven (7) days of the date that the applications were due.
4. The president of the Board shall call a special meeting of the Board to elect a candidate to
fill the vacancy of the Board. At that meeting, the president of the Board shall introduce
the candidates to the Board. All candidates will be asked to leave the meeting room. Each
candidate will then appear individually before the Board. The procedure to be followed
with each candidate is:
a. The candidate shall be allowed five (5) minutes to make a statement to the Board.
b. Each Board member shall then be allowed five (5) minutes to ask questions of the
candidate.
c. The candidate may remain in the meeting room after his or her individual session
with the Board is completed.
d. The Board president shall call for a 15-minute recess at the conclusion of the final
individual session with a candidate.
e. The retiring Board member may be present at the meeting but shall not make a
statement, vote, or be involved in the selection process.
5. The Board president shall reconvene the meeting and shall call for the vote to elect the new
member of the Board. The election shall be conducted pursuant to the following
procedure:
a. The Board president shall call the name of candidate and the Board members shall
be asked to indicate if they are voting for that candidate. This process shall be
repeated until the names of all the candidates have been called. A Board member
may vote for only one (1) candidate and may abstain from voting. The secretary
shall announce the results of the voting.
b. If no candidate receives votes from a majority of the remaining members of the
Board, those candidates receiving one (1) vote or fewer shall be removed from
consideration unless this action would result in fewer than two (2) remaining
candidates, in which case, no candidates would be removed from consideration.
c. The Board shall then follow the procedures described in paragraphs (a) and (b)
above until one (1) candidate receives votes from a majority of the remaining
members of the Board and is elected to the vacant position on the Board.
