The Board's primary responsibility is to establish those policies, programs and procedures that will
best produce the educational achievement needed by the students in the school district. The Board
is charged with accomplishing these goals, while also being responsible for the wise management
of resources available to the school district. The Board must fulfill these responsibilities by
functioning primarily as a legislative body to formulate and adopt policy, by selecting an executive
officer to implement policy, and by evaluating the results therefrom. Furthermore, it must
perform its functions openly, while seeking the involvement and contributions of the students, the
staff and district patrons in its decision-making processes.
It is the Board's intent, working through the superintendent, to approach its responsibility for the
operation of the school system through management by objectives.
This technique will involve:
1. Periodically setting performance objectives for the Board itself and evaluating its
accomplishment.
2. Setting objectives for performances for each position and function in the system.
3. Allowing the people responsible for carrying out objectives to have a role in setting them.
4. Establishing practical and simple goals.
5. Conducting a concrete and periodic review of performance against these goals.
For this approach to succeed, the Board realizes that its objectives for the system must be
compatible with the objectives of the district's administrators and teachers. Since goals are set
cooperatively in a superior-subordinate meeting, the Board's contact with the system in planning
should be directly and almost exclusively through the superintendent. His or her contacts
throughout the system should reflect the organization which he or she feels appropriate to carry
out the educational and business functions of the district.
