The Board shall delegate to the superintendent the function of specifying administrative procedures
and forms, required actions and detailed arrangements for governing the schools of the School
District of the City of St. Charles. Procedures and forms shall be defined in written form.
Distribution should allow ease in filing and proper use, and shall include the members of the
Board. The administrative procedures and forms must be consistent with the policies of the Board
in every respect.
Only those administrative procedures and forms and/or interpretations of Board policy that carry
one of the superintendent's signatures, are dated and have been distributed to all administrators
for their implementation will be considered to have the same force and effect as Board policies.
The Board shall strive to formulate and implement administrative procedures and forms only upon
the recommendation of the superintendent or when state law, strong community attitudes or
probable staff reaction requires the Board to do so.
