It shall be the policy of the Board to encourage employee participation in decision making for the
school district. The Association may be asked to assist the Board in establishing written personnel
policies. The superintendent is authorized to establish such committees as necessary to
recommend policies and rules for the proper functioning of the district.
Staff members should be advised, however, that the final decision on matters on which their advice
is requested or received will rest with the Board or with the administrator(s) to whom the Board
has delegated responsibility.
All professional personnel should be encouraged to assist in the formulation of recommended
educational policies for the district through their committee representative(s). The Association
president will be notified of the formation of district committees. Generally, those persons on the
committee will be those employees who will be most directly affected by the proposed provision.
Recommendations of the committee which relate to the overall school program shall be submitted,
after affirmative vote of the committee, to the superintendent for Board review.
The superintendent shall weigh with care the counsel given by employees, especially that given
by groups designated to represent large segments of the staff, and shall inform the Board of such
counsels when presenting reports of administrative action and in presenting recommendations for
Board action. The superintendent shall present his or her recommendations to the Board and
include the committee's report.
