Active participation in professional organizations by the staff should encourage professional
growth. Consequently, the Board encourages staff members to become involved in a professional
organization of their choosing.
St. Charles Education Association
Section 1: President's Released Time
The president of the St. Charles Education Association shall be released one (1) hour a day from
his or her normal teaching load. The Association will reimburse the district for that one (1) hour
a day or the equivalent at the rate paid the current substitute.
Section 2: Requests for Information
The Board agrees to furnish to the Association in response to reasonable written requests from
time to time, specific public documents concerning the educational program, financial resources
of the district and such other public information as is reasonably required to permit the Association
to represent the teaching staff and to process any grievance or complaint. Information contained
in Board minutes; contained in reports submitted to agencies or departments of the State of
Missouri; and contained in reports to the federal government will be made available to the
Association, provided that such reports are available to the public. However, personal
information, not contained in such reports, will not be provided without written consent of each
employee. Requests for such materials should be made to the assistant superintendent of human
resources.
Section 3: Use of Buildings
The Board will permit the Association, upon approval of the Association's written request, the use
of school buildings at all reasonable times provided that use of the district's buildings shall be
limited to its employees and authorized representatives of the NEA except as mutually agreed.
And, provided further, that the Association shall reimburse the district for all reasonable costs
incident to such use.
Section 4: Authorized Representatives
Authorized representatives of the Association will be permitted to transact official Association
business on district property at reasonable times providing that such business shall not interfere
or interrupt school operations, teacher planning time, teacher instructional time or assigned
supervision. Provided, further, that such representatives shall be required to report to the
principal's office upon entering a particular facility. Association building representatives and
grievance representatives shall not be precluded from conducting Association business during their
planning periods.
Section 5: Board Agenda
The Board will place on the agenda of regular Board meetings items referred to it by the
Association. Such items must be submitted to the superintendent for approval at least 10 days in
advance of the meeting. However, the Board retains the right to determine the number of such
items that it will consider and the length of discussion of each item.
The Association will be provided with the background information provided to Board members
prior to regular Board meetings. Such background information will be available on the Friday
preceding each regular Board meeting. The Association will review the information and if it
disagrees with any recommendation or provision, must provide the superintendent and each Board
member with the factual basis for disagreement by the Tuesday preceding the regular Board
meeting.
Section 6: Association Leave
It is also agreed that the St. Charles Education Association will reimburse the district for
substitute's pay for any teacher who is involved in Association business on school time if a
substitute is in fact hired. However, at no time will more than 15 teachers be permitted to be
absent from school at the same time on Association business. The only exception is the annual
state meeting. The determination of the number of delegates to the Association state meeting will
be done on the basis of the ratio of one delegate for each 25 Association members.
Section 7: Mail Boxes and Interschool Mail
The Association will be permitted to use the interschool mail facilities and the school mail boxes
in communicating with certificated employees.
Section 8: Bulletin Boards
A bulletin board will be reserved in each school for the exclusive use of the Association.
Section 9: Right of Association
Certificated employees have the right to join or refrain from joining any professional organization.
Membership in an organization will not be the basis for discriminatory treatment or disciplinary
action.
Section 10: Notification of Vacancies
The Association will receive copies of all certificated vacancy notices. The assistant
superintendent of human resources will send the notices to the person and address supplied by the
Association, after each Association election.
