The parents of a student with a disability may obtain an independent evaluation of the student at
public expense, subject to the same qualifications the St. Charles R-VI School District uses when
it initiates an evaluation, if the parent disagrees with the district’s evaluation of the student.
If a parent requests an independent educational evaluation at public expense, the district must either
(1) initiate a due process hearing to demonstrate that its evaluation is appropriate or (2) ensure that
an independent evaluation, within the following criteria, is provided. The district will provide all
parents a listing of the following evaluator qualifications at their request.
As a condition for payment, all evaluators must agree in writing to release their assessment
information and results to the district prior to receipt of payment for services.
The following is a listing of the qualifications and criteria required for district and independent
evaluations. If a student has unique circumstances that justify an evaluation that does not meet the
following criteria, the district may grant exceptions.

Location Limitation for Evaluators
Evaluators approved will be located within the St. Charles and greater St. Louis area. Evaluators
outside this area will be approved only on an exception basis, providing the parent can demonstrate
the necessity of using personnel outside this area. Any arrangements beyond the evaluation are the
responsibility of the parent (i.e., food, lodging, transportation, etc.).
